Background

Park And Ride Neighbors (PARN) was organized by local homeowners deeply concerned about the proposed development of the Reston South Park and Ride lot, at the corner of Lawyer's Road and Reston Parkway, just outside Reston. Formed in October 2006, our group includes homeowners from all the surrounding neighborhoods in Reston, Fox Mill Estates, Folkstone, Fox Mill Woods, and the Robaleed and Hunter Mill areas.

The unsolicited proposal to redevelop the present Park and Ride lot was submitted to the county by Clark Construction (Edgemoor Real Estate Services) on November 18th, 2005. A letter from Cathy Hudgins to nearby residents informing them of the proposed redevelopment was mailed in July 2007, 8 months later.

The proposal was accepted under the guidelines of the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA), which  grants public entities the authority to create public-private partnerships for the development of a wide range of projects for public use.
